What is Port Management?

Imagine a busy seaport terminal. Container ships are carrying steel, automobiles, computer products, food items, and apparel. Several cranes lift the heavy containers into the ship. The logistics are important. There are about 10 loading bays. Seaport workers load the vessel and maintain tight control over inventories and scan individual containers for radiation, ensuring that no unauthorized material leaves the docks.

Ports are the conduits for trade and are vital in any nation that depends on shipping for importing and exporting cargoes and passengers. To the uninitiated, ports may appear to be old fashioned institutions of a bygone era, whereas they are dynamic facilities constantly seeking to meet the changing demands in world trade. Managing ports today is a highly complex business and involves a wide range of skills including material handling; road transport; storage; safe ship operations; health and safety as well as the immense responsibility for the protection of the local environment.

The core modules of Port Management are designed to lead the aspiring manager into the essential management skills required today for meeting the challenges of the ever-growing sea freight market. It will also help existing managers hone their skills and develop further competencies based on emerging best practices.

What do I have to do?

Ports are increasingly challenged by the requirements of balancing accountability and responsibility against the necessities of competing for business.  Large ports need to deal with a number of disparate activities: the movement of ships, containers and other cargo, the loading and unloading of ships and containers, customs activities, as well as human resources. Anchorages, channels, lighters, tugs, berths, warehouse and other storage spaces have to be allocated and released. The efficient management of a port involves managing these activities and resources, managing the flows of money involved between the agents providing and using these resources, and providing management information. Many separate computer management and information systems are involved. Integrated port management is concerned with integrating these separate systems.

Basically, the main areas of work are:

  • Vessel traffic management
  • Container traffic control
  • Cargo management information

The predominant commodities and cargo types handled at major ports are petroleum products, iron ore, coal and containers.

Universal activities include: managing budgets; financial planning; providing a cost-effective service that takes into consideration environmental, efficiency and safety issues; recruiting, training and supervising staff; liaising with associated council departments, local community bodies, commercial organisations and stakeholders; negotiating contracts; marketing services to potential clients. Jobs commonly entail working unsocial hours and shifts, including weekends.

What should I study?

You should have completed your Bachelor’s in Science with minimum 60% marks in Maths and Physics. The syllabus includes Management of People in the Ports Industry, Customer Focus, Environmental Issues, Strategic Analysis, Port Security and Emergency Response, Buying a Port – Case Study, Marketing in the Ports Industry, Managing Marine Operations in Ports, Managing Cargo Operations in Ports.

What next?

On successful completion of the course, you are eligible to occupy managerial positions in shipping companies, agency houses, clearing and forwarding firms, export/import houses and major ports worldwide. Large manufacturing and trading concerns, related government departments and undertakings also recruit port managers.

India has more than 5,000 kilometers of coastline lined with about 150 working ports including 13 major ports. They handle almost 90 per cent ofIndia’s total foreign trade. A number of private companies have already set up port facilities in the country. Two ports have been set up through private participation. A number of foreign companies like Peninsular and Oriental (P&O) Ports of Australia, PSA-Sical Terminals Limited, International Sea Ports Limited (ISPL) and the Shell-Essar consortium have invested/are in the process of investing in the port sector within India.

The port privatisation policy announced by the Government identified the following areas for private sector participation:

  1. Leasing of existing port assets
  2. Construction/creation of additional assets at major ports.
  3. Leasing of equipment for cargo handling and leasing of floating crafts
  4. Pilotage
  5. Captive facilities for port based industries.

Although all the coastal states have announced a port privatisation policy to attract investment to develop ports in their respective states, three states namely, Gujarat, Maharashtra & Andhra Pradesh offer interesting opportunities for port development.

An expert group set up by the Government of India has forecasted overall port traffic of 900 million MT by 2011/12. For the creation of additional port capacity and back up infrastructure to meet traffic projection targets, the Government of India has announced a major Initiative – A ₹1000 bn. ( £ 13.33 bn ) “ Sagar Mala” project on the lines of highly successful National Highway Development Programme (NHDP). The Sagar Mala project, to be completed in next 8-10 years, envisages setting up of new ports, modernisation of the existing ones and connecting all ports with national highways.

The impact of the government policy on privatisation of ports and allowing 100% FDI has been immediate. The sector has seen significant levels of FDI from several international port developers / operators. There are several international investors for ports inIndia. There are many otherUKcompanies operating successfully in this market in the areas of port consultancy, port management, material handling, port construction etc.

Port managers are employed by a number of private and public port authorities in companies like the British Ports AssociationHutchison Port HoldingsForth Ports, Mersey Docks and Harbour Company, Schneider Logistics, etc.

There is wide variation in the specific job responsibilities of port managers depending on the size and location of the port.
