New Zealand International Student Grant 2021/2022

The New Zealand International Student Grant supports new international students currently onshore in New Zealand to study at Victoria University of Wellington. This grant is available for all eligible students beginning their undergraduate or postgraduate studies in 2021 or 2022, and offers undergraduate students $10,000 NZD (equally distributed over the first two years), and postgraduate students $5,000 NZD (for the first year of study).

New Zealand International School Leaver Grant

The New Zealand International School Leaver Grant awards $2,000 to cover fees, and is intended for undergraduate international students currently studying at a secondary school in New Zealand who are continuing their study at Victoria University of Wellington.

Wellington Tangiwai Scholarship

The Wellington Tangiwai Scholarship is for graduating high school students in New Zealand who are continuing their studies at Victoria University of Wellington. The scholarship awards up to 600 students who meet academic and leadership criteria $5,000 to help cover accommodation and living costs.

Wellington Kahotea Scholarship

The Wellington Kahotea Scholarship is for graduating high school students in New Zealand who are continuing their studies at Victoria University of Wellington. The scholarship awards a select few students up to $35,000 over three years, to fully cover accommodation and provide a stipend.

  • A 2,000-word sample of your academic writing in English.
  • Certified copies of your academic transcript/s and degree certificates.

International students need to upload further documentation, including:

  • Translations of official documentsโ€”these must be certified by an accredited translator.
  • Applicants from EU countries also need to upload a certified copy of their Diploma Supplement.

Incomplete applications

If your application is incomplete by 4.30 pm (New Zealand time) on the day of the deadline, you will need to reapply in the following round. You will be able to transfer some but not all of your information. We will remove from the system any applications that remain incomplete through two successive deadlines.

A Doctor of Philosophy (PhD) gives you the opportunity to develop specialised research skills and gain systematic and critical understanding of a complex field of knowledge.

PhD students graduate with specialised cognitive, technical and research skills in their chosen discipline. They are able to independently and methodically:

  • generate original knowledge and understanding to make a substantial contribution to a discipline
  • engage in critical reflection, synthesis and evaluation
  • develop, adapt and implement research methodologies to extend and redefine existing knowledge

Prior to candidature confirmation, you will engage in coursework to prepare you for conceptualising and contextualising your research, and for undertaking research in an ethical manner.

There are two possible pathways to a PhD at VU: the standard pathway PhD and the alternative pathway PhD (Integrated).

You may report your doctoral research by way of a thesis, a creative project with exegesis, or a thematic set of scholarly publications with exegesis.

You may apply for entry for a PhD if you satisfy one of the following:

  • Masters by coursework degree with minor thesis, requiring average grades of at least H2A/Distinction (above 70% VU standard).
  • Masters by research degree, or demonstrated exceptional ability during partial completion of a research project in a Masters by research degree.
  • Four-year bachelor degree with honours, or an honours degree at H1 or H2A honours level, incorporating initial research training and a minor thesis (above 70% VU standard).

In addition to the above, applicants who have a masters degree undertaken entirely by coursework, with average grades of at least H2A/Distinction (above 70% VU standard), may apply for entry into a PhD through the alternative pathway PhD (Integrated).

All applicants must demonstrate competency in English sufficient to work at doctoral level by providing evidence of one or more of the following:

  • Completion of a qualification where English was the primary language of instruction and assessment, and undertaken in a predominantly English-speaking context (within the last two years).
  • An overall band score of not less than 6.5 in an International English Language Testing System (IELTS) test with no individual band score below 6.0 or equivalent in another university sanctioned English language assessment (see table below).

PHD

The Commonwealth Government will normally cover the cost of your tuition through Research Training Program (RTP) Fee Offset places. However, you may incur additional fees in some circumstances.

PHD (INTEGRATED)

Year 1: The first year of this program is normally full fee paying. You may access the FEE HELP scheme to defer payment. You may also be eligible for a Research Training Program (RTP) Fee Offset place.

Years 2-4: The Commonwealth Government will normally cover the remaining cost of your tuition through Research Training Program (RTP) Fee Offset places. However, you may incur additional fees in some circumstances.

INTERNATIONAL STUDENTS

History

To encourage postgraduate research Victoria University of Wellington offers scholarships to those about to begin their doctoral studies. These scholarships are awarded on academic merit and are open to New Zealand and international students in any discipline.

Eligibility

These scholarships are open to graduates of any university within or outside of New Zealand who intend to enrol full time for a Doctorate (PhD) or who have commenced their doctoral study at Victoria University of Wellington. Please note: It is very important to refer to the website for regulations and further process requirements regarding an application for this scholarship.

Wellington Doctoral Scholarship regulations

To encourage postgraduate research Victoria University of Wellington offers scholarships to those about to begin their doctoral studies. These scholarships are awarded on academic merit and are open to New Zealand and international students in any discipline.

All offers of Wellington Doctoral Scholarships consist of a $27,500 per annum stipend plus domestic tuition fees for up to three years.

The scholarships are offered to the top ranked candidates in any Doctoral admission and scholarship application round throughout the year. To be considered for a Wellington Doctoral Scholarship the applicant must have a strong academic record and excellent academic references, or:

  • demonstrated potential for high quality research; or
  • a record of publication in high quality journals commensurate with experience and education.

Other considerations may be taken into account such as the alignment between the applicant’s research interests and those of the School, Institute or Centre. Strategic interests including collaboration between institutions or research involving potential joint initiatives with the research and business communities may also be factors in determining offers of scholarship.

Applicants other than those who have completed all of their study at Victoria University of Wellington must include a copy of their academic record from other institutions with the application form.

Currently the closing dates are 1 March, 1 July and 1 November. All applicants for the scholarship will be notified by email of the outcome within six to eight weeks of the closing date for applications.

Terms and conditions:

These terms and conditions apply to Victoria Doctoral Scholarships awarded from 2015 and Wellington Doctoral Scholarships from 2020.

  • Applications are accepted from those who are eligible at the time of application, or who reasonably expect to become eligible within three months of their application, to register as a candidate for a Doctoral degree at Victoria University of Wellington.
  • Applicants would normally be expected to have completed a Bachelor’s or Master’s degree with academic distinction equivalent to a First Class Honours degree at a New Zealand University.
  • The scholarship offer shall lapse in the event that the scholarship recipient does not gain full enrolment as a Doctoral student within 15 months of first enrolment.
  • Academic staff at Victoria University of Wellington or any other University may not hold a Welington Doctoral Scholarship while currently employed.
  • Scholarships will be awarded on the basis of academic merit by the University Research Scholarships Committee (the Committee), a subยญ committee of the University Research Committee.
  • Every scholarship shall be tenable at Victoria University of Wellington for a period of up to three years except as otherwise provided in this statute. If a recipient submits within the tenure of the Scholarship, stipend payments will cease no more than one month after submission.
  • If an applicant has already been enrolled for a PhD at Victoria University of Wellington for more than six months at the time when the offer of a scholarship is made, the maximum length of tenure of the scholarship will be reduced at the discretion of the Committee.
  • Scholarship recipients are required to sign a Wellington Doctoral Research Scholarship Contract. The administrative supervisor and the primary or Victoria University of Wellington supervisor will also sign the contract to indicate that they are aware of the terms and conditions of the scholarship and the contribution to the School required by this award.
  • The tenure of every scholarship shall commence on a date to be determined in each case by the Faculty of Graduate Research after discussion with appropriate School and supervisor. The date of commencement shall normally be no later than six months after the scholarship has been accepted by the scholarship recipient for domestic students and nine months for international students.
  • The Committee may grant a scholarship recipient a deferment of the commencement of the scholarship for longer periods if it considers that such a deferment would benefit the scholarship recipient’s programme of research and the University.
  • The scholarship’s emolument shall be paid to each scholarship recipient by monthly instalments in advance during the tenure of the scholarship. The first such payment shall be made by the Scholarships Office as soon as practicable after confirmation of enrolment. Up to $200 may also be paid towards the cost of producing the thesis on proof of receipt. The thesis allowance entitlement will lapse if it is not taken up within four years of the original enrolment for PhD including periods of suspension. Those that have received a doctoral scholarship funded by Victoria University of Wellington are only entitled to a single thesis claim.
  • Tuition fees will be paid on upon registration by the Scholarships Office.
  • Scholarship recipients must inform the University Scholarships Manager of any other awards held.
  • Approval for the co-tenure of awards of greater than a total one third of the value of this scholarship stipend may result in a reduction in the value of the Wellington Doctoral Scholarship stipend. Faculty Research Grants are not considered under these regulations to constitute an award.
  • Scholarship recipients shall be required to maintain full time enrolment and devote themselves full-time to their programme of research during the tenure of the scholarship and may not hold a position of emolument. However, domestic students for whom socially compelling reasons make part-time enrolment preferable, may apply to hold the scholarship on a part-time basis pro-rated.
  • Approval may be given for scholarship recipients to undertake paid employment for up to a maximum of 600 hours in any one calendar year. All requests to undertake partยญ time employment must be supported in writing by the supervisor(s) and Head of School.
  • Once the period of tenure of a scholarship has commenced, the Scholarships Manager may, grant a scholarship recipient a suspension of their scholarship for a period not exceeding six months or a total of twelve months during the first three years of registration. As the monthly stipend is paid in advance the recipient must provide notification in advance of the suspension. In most cases the scholarship suspension will coincide with a formal suspension from their Doctoral enrolment. Scholarship recipients must ensure that any commitments related to their work experience are discussed with the Head of School before the suspension is agreed.
  • A scholarship shall be terminated if a scholarship recipient ceases to resume the aforesaid programme of research within one month of the last day of the period of the suspension.
  • The scholarship recipient must complete six monthly reports outlining their progress to date and ensure that copies of these reports are available to the Scholarships Office.
  • The Committee may at any time suspend or terminate a scholarship, or require the forfeiture of such proportion of the scholarship emolument as it may determine, if the scholarship recipient is not diligently pursuing their programme of research and is not making satisfactory progress, has violated the University Statute on Conduct, or has failed to comply with any of the terms and conditions on which the scholarship was awarded and of their Doctoral Scholarship Contract.
  • At the discretion of the Committee, the application of any of the terms and conditions of a Wellington Doctoral Scholarship may be modified or relaxed in special circumstances or in order to avoid hardship to any scholarship recipient or misuse of the scholarship funding.
  • The Committee shall review these Terms and Conditions from time to time.

Selection process

Final selection is made by the Victoria Research Scholarships Committee on those applicants who have been put forward by the relevant School and Faculty.

Offers of Wellington Doctoral Scholarships will be made approximately six weeks after each closing date in March, July and November of the year of application. As some applicants may decline an offer further offers may be made, it is possible that some applicants will not be finally notified of the success or otherwise of their applications three months after application.

Regulations and conditions

  1. A completed online application must be submitted by 4.30 pm on the closing date. Late or incomplete applications will not be accepted. Any required supporting documentation (including references) must also be received by 4:30pm on the closing date in order for the application to be considered.
  2. All offers of the Scholarship will be conditional upon the recipient being fully enrolled in a full-year programme (full-time will be at the level of points considered by Studylink as full-time) within the stipulated criteria and tenure of the scholarship. No payment of the Scholarship will be made until this condition is met.
  3. The Scholarship cannot be deferred to a later year.
  4. The Scholarship may be held in conjunction with other awards.
  5. Should the recipient withdraw from Victoria University of Wellington during the tenure of this scholarship or fail to achieve a satisfactory progress, partial repayment of the Scholarship will normally be expected. Recipients must advise the Scholarships Office if they intend to withdraw.
  6. Recipients are expected to act as Ambassadors for Victoria University of Wellington and participate in appropriate events or marketing if requested.
  7. At the discretion of the Deciding Authority, the application of the terms and conditions of the Scholarship may be modified in special circumstances or to avoid hardship to any candidate for the Scholarship.

Unlike the UK and other countries, New Zealand doesn’t charge higher fees to international PhD students. This makes the country a comparatively affordable option for PhD study abroad.

You can earn some of this money by working during your PhD (subject to the conditions of your visa) but you should make sure you have other resources to draw on too.

Programme

The PhD is examined by thesis after a minimum of three years full-time supervised research. It can also be undertaken part-time over six to seven years.

Professor Jane Kelsey
Professor

Jane Kelsey is one of New Zealand’s best-known critical commentators on issues of globalisation and neoliberalism. She has taught at the University of Auckland since 1979, specialising in socio-legal studies, law and policy and international economic regulation.

Jane is active internationally as a researcher, analyst, adviser and media commentator on globalisation, especially the Trans-Pacific Partnership Agreement, trade in services, and investment agreements. She is an active member of a number of international coalitions of academics, trade unionists, NGOs and social movements working for social justice.

Professor

Professor Craig Elliffe specialises in taxation law. Craig was appointed to a chair after 14 years as a tax partner at KPMG and nine years as a tax partner at Chapman Tripp. Craigโ€™s research areas are in the field of international tax, corporate tax and tax avoidance.

He is the author of International and Cross-Border Taxation in New Zealand (Thomson Reuters), which was awarded the JF Northey best law book award in 2015, and Dividend Imputation: Practice and Procedure (Lexis). He has also written numerous articles and other materials on tax. He is listed in Chambers and the International Tax Review as a leading tax practitioner. He is the Director of the MTaxS programme (the leading postgraduate tax course in New Zealand). He is a member of the Government’s Tax Working Group (2018/19).

Professor

Janet McLean is a Professor of Law at The University of Auckland and Associate Dean (Research). Before returning to Auckland in 2012 she held the Chair in Law and Governance at the University of Dundee. She has held visiting fellowships at Woodrow Wilson School of Politics and International Affairs and the Program in Law and Public Affairs, Princeton University (2009), and at The Australian National University (2001) and was the George P. Smith Distinguished Visiting Professor at Indiana University at Bloomington (2003).

She has acted as an advisor to the NZ government serving on the Legislation Advisory Committee and on a ministerial inquiry into Human Rights Protection in New Zealand (2000).
