Take these steps to ensure a successful application process
- Find your programme from our selection.
- Check your eligibility.
- Collect and scan your application documents before making an online application.
- Submit your online application by January 19, 2022 at 15:00/3pm (GMT+2).
- Your application will be processed (this may include interviews depending on your programme) and you will be informed about admissions results in March 2022.
- Make sure you meet the deadlines for document verification, tuition fee payment, study place confirmation etc.

A successful applicant has obtained their first academic degree, normally a Bachelor’s degree or equivalent, from an institution of higher education. As a rule, the Bachelor’s degree is the lower academic degree. This degree should be equivalent of at least three years of full-time studies (180 ECTS).
Who can apply for Bachelor’s studies?

You can submit an application for a Bachelor’s programme with a Finnish qualification, if you have completed one of the following qualifications:
- the Finnish matriculation examination taken at the end of the general upper secondary school
- an International Baccalaureate (IB) diploma completed in Finland
- a European Baccalaureate (EB) diploma completed in Finland
- a Reifeprüfung (RP) or a Deutsches Internationales Abitur diploma (DIA) completed in Finland
- a vocational upper secondary qualification based on at least three years of study, or former studies that are equivalent to it completed in Finland
- a competence-based qualification, a vocational upper secondary qualification,a further vocational qualification or specialist vocational qualification, or a former qualification that is equivalent to them completed in Finland
Language requirements
English language proficiency is always tested with all applicants. The following gives you the detailed rules concerning the language requirements.
Please familiarise yourself carefully with language requirements for either Bachelor’s or Master’s programmes, depending on which you are applying for. There are a number of ways to prove your language skills.
All language test results must arrive at University of Oulu by the application deadline. It is always the applicant’s responsibility to make testing arrangements for her/himself and to make sure the test results are delivered on time. Be advised that it may take several weeks before the test results are published, and thus we recommend you to book your test well in advance.
The authenticity of the test results will be automatically checked with the test organiser. In cases of a test result is found to be a forgery, the application will be automatically rejected.

Tuition fees and scholarships
The tuition fees concern degree students who start their studies in English-taught Bachelor’s and Master’s degree programmes on or later than 1st August 2018 and who are not citizens of an EU/EEA country or Switzerland. The tuition fee is an academic fee and thus covers the costs of tuition. The tuition fee does not cover the living costs such as accommodation, meals, and transportation. All students are required to finance their living costs by themselves.
The University of Oulu International Scholarship Scheme provides scholarships to academically talented international students studying for a Bachelor’s or Master’s degree at the University of Oulu. The scholarships will be granted in the form of a tuition fee waiver covering 50%, 75% or 100% of the full tuition fee. Applicants can apply for the tuition scholarship as part of the admissions process.

Applying for International Scholarship

Eligibility Requirements to Apply for International Scholarship
Applicants are eligible to apply for a University of Oulu Scholarship 2021-2022, if they meet the admissions criteria and are liable to pay the tuition fee. The scholarship application will be processed only if the applicant meets the admissions criteria. University of Oulu Scholarship can be received only once.
Citizens of EU/EEA countries or Switzerland
Citizens of European Union (EU) or European Economic Area (EEA) countries or Switzerland studying in an international Bachelor’s and Master’s Programme at the University of Oulu are not required to pay tuition fees.
Citizens of non-EU/EEA countries
Students who are not citizens of an EU/EEA member state or Switzerland are liable to pay the tuition fee.
Exceptions to this general rule are students who
- are equivalent to an EU citizen (i.e. citizen of Switzerland)
- have a continuous or permanent residence permit card in Finland (type A or P permit)
- have an EU residence permit for third-country citizens with long-term residence permit card in Finland (type P-EU permit)
- are a family member (spouse or child) of an EU/EEA citizen in Finland and who have a residence card for non-EU family members of EU citizens to Finland
- have an EU blue card in Finland

UK citizens
From 2022 onward, UK citizens residing in Finland as well as their family members should hold right of residence under the withdrawal agreement (Brexit permit) in order to be exempted from the tuition fee. The permit must be granted by Finnish Immigration Services.
Applicants who are UK citizens and do not hold right of residence under the withdrawal agreement are required to pay the tuition fee. There are scholarships available.
Application for International Scholarship
There is no separate application system for the International Scholarship. Applications for the International Scholarship are submitted together with the application for the preferred study option in Studyinfo portal.
The application period for the University of Oulu International Scholarships is January 7, 2021 – January 20, 2021 (15.00 GMT +2).
Selection criteria for University of Oulu Scholarship 2022-2023
Admissions and scholarships decisions will be taken at the same time. Those students successful in obtaining an International Scholarship will be notified at the same time as their offer of admission to their International study programme is confirmed. The selection criteria for the University of Oulu Scholarship are based on previous academic performance and academic potential.
Finland Scholarship

The Finland Scholarship offers international students from outside the EU/EEA help in funding university education in Finland, ensuring they get the best support for making most of their studies, nurturing their talents and launching successful careers after graduation.
At the University of Oulu the scholarship covers a first-year tuition fee and a relocation grant of 5000€ which is paid once the student has arrived in Oulu. The scholarships are aimed at gifted non-EU/EEA students who are liable to tuition fees and apply for international master’s programmes at the university of Oulu. You can apply for the scholarship with the same online application when you apply to the university in January 2022. The online application will be available during the application period. It is possible to apply for and to be awarded both Finland Scholarship and the Programme-specific scholarship.
The scholarships are awarded to the best applicants based on academic evaluation and the number of the scholarships is limited.
Please note that this scholarship is only available for applicants applying in the 2022 application round!

Applicants graduating after the application period

Students who are on their last term/semester are eligible to apply.
In the case that the applicant is accepted for Master`s programme for studies beginning in the Autumn 2021, the applicant has to submit officially certified copies of his/her Bachelor’s degree certificate and the final transcript of records by July 30, 2021.
In the case that the applicant is accepted for Bachelor`s programme for studies beginning in the Autumn 2021, the applicant has to submit officially certified copies of his/her upper secondary education degree certificate by July 16, 2021.
Applicants are required to submit an officially certified copy of the latest transcript of records. If you receive the degree certificate and the final transcript of records during the application period, it is recommended that you submit them as well. You should point out the anticipated graduation date on the application and submit the documents you have at the time of applying. Do not wait to receive your final diploma or degree certificate if it is not available during the application period.

All applicants are required to prove a high level of proficiency in English language. All programmes ask the applicant to submit documented evidence of their level of English. To find out the different approved documentation of English language proficiency, please visit the Language requirements page. Please note that there are no exceptions to these rules.
It should be noted that most unsuccessful applicants in recent years failed to prove their level of English sufficiently.

Admission results of applicants applying to Bachelor’s Degree Programme in Digitalization, Computing and Electronics with the Finnish Matriculation examination or IB-, EB-, RP- or DIA-degrees will be published in May or June.

You may accept only one study place leading to a higher education degree in Finland in education that begins in the same academic term.
