The university offers an online Bachelor of Science in Nursing (BSN) degree program that can be completed 100% online. This program has been approved by the Commission on Collegiate Nursing Education (CCNE). As a result, graduates of this program are eligible to sit for the National Council Licensure Examination for Registered Nurses (NCLEX-RN) exam.
The university also offers accelerated BSN programs designed for students who have already earned a bachelor’s degree or higher from another accredited institution. These accelerated programs are offered at both the Flintridge Center and Kaiser Permanente Center (both located in Oakland).
All students who wish to enroll at Cal State East Bay should complete the application process and submit all required supporting documents before their preferred application deadline date.

Cal State East Bay will accept an online or remote version of the TEAS exam to meet our admission criteria.
MINIMUM REQUIREMENTS
Cal State East Bay requires ALL of the following minimum scores to qualify:
- minimum 70% overall TEAS score (Adjusted Total Individual Score)
- minimum 65% English and Language Usage section score
- minimum 65% Reading section score
A competitive overall TEAS score is 80%. If you meet minimum subsection scores and earn anywhere between 80% – 100% for overall TEAS score, you will earn maximum points for this category.
Our program limits consideration of TEAS scores to the first three attempts, ANY version. The highest overall score will be considered.
Cal State East Bay does not enforce a minimum time requirement between repeated TEAS tests. If an applicant decides to take the TEAS again to raise a score, we encourage enough time between tests to study and improve, and do not encourage rushing to take the test again to meet a deadline.
The Nursing Program automatically receives all official scores of TEAS tests taken at Cal State East Bay, from any year.
If the TEAS test is taken elsewhere or is a remote version, order and send an official score report from ATI Testing (requires a fee). A photocopy or printout of test scores, or a scanned test score document uploaded to NursingCAS is not official.
TEAS AT CAL STATE EAST BAY – not currently being offered
If approved again, the Testing Office at Cal State East Bay offers the ATI TEAS exam every month. Currently, no TEAS exams are being offered.

TOEFL or IELTS REQUIREMENTS
These tests are for students that have not attended schools where English is the principal language of instruction. Check to see whether this English proficiency test is required for university admission, or if you do not need to take it.
If Cal State East Bay Office of Admissions requires TOEFL or IELTS as an entry requirement as proof of English Language Proficiency, the Nursing program will also review an applicant’s TOEFL or IELTS score. If the university does not require them, the Nursing program does not require them.
Either score must be within two years from the time of nursing application to be considered.
If a candidate meets TEAS exam minimum scores and minimum GPA requirements, but gets lower than TOEFL or IELTS minimum scores, the candidate is not eligible for admission to the Nursing program.
Cal State East Bay Nursing has the following minimum TOEFL score to qualify, only if the university already requires the exam:

SELECTION OF STUDENTS FOR PRE-LICENSURE NURSING PROGRAM
Up through the fall 2022 Admission cycle, Cal State East Bay Nursing selected candidates based entirely on a merit-based points system. Students from different admission categories received additional points in addition to select academic and non-academic criteria. Applicants with highest point totals are offered admission.
Beginning spring 2023, Cal State East Bay will be using a combination of priority lists and a point-based system. Priority applicants are identified first and then points are assigned based on admission criteria. See previous sections of this website for more detail.
Candidates that submit an incomplete application, are missing TEAS exam scores, or do not meet minimum GPA or TEAS requirements will be denied. These applicants may be notified of their admission status earlier than other candidates.

WAITLIST
Remaining eligible candidates are placed in ranked order on a waitlist according to total admission points. If a candidate on the waitlist does not gain entry into the program and wishes to be considered for the following year or following term, a new application must be submitted. If a candidate on the waitlist is not offered admission by a certain date close to the beginning of the term for which they applied, they are also denied by the university.
WHAT IF THERE IS A TIE IN NUMBER OF POINTS?
In case of equal points ranking, tie-breakers will be 1) science score on TEAS Exam, then 2) cumulative GPA in all baccalaureate level coursework, then 3) California residency status.
WHAT IF YOU THINK THERE’S AN ERROR?
Notify Nursing Admissions at nursing@csueastbay.edu within 15 calendar days of receipt of the notification. Write a thorough explanation why you believe an error occurred. Provide written documentation to support your claim upon request.

At East Bay, we will make initial admissions decisions based on the information students originally listed when they submitted their applications. But all initial acceptances sent are conditional and final admissions decisions are only made after receipt of applicants’ final college transcripts listing grades for any courses in progress. While the final transcript deadline is July 1 for fall semester and Oct. 1 for spring semester, we urge students to submit them earlier so that we can provide them preliminary degree audit reports during mandatory summer orientation to help with planning their fall semester enrollment.
Upper-division transfer students are required to:
- Have completed 60 or more transferable semester (90 quarter) units
- Have a grade point average (GPA) of 2.0 or better in all transferable units attempted. Non-local students may be held to a higher GPA requirement. For a list of local areas served, visit our Enrollment Plan.
- Be in good standing at the last college or university attended
- Have completed at least 30 transferable semester (45 quarter) units of college coursework with a grade of C or better in each of the courses, at a level at least equivalent to courses that meet the General Education requirements at Cal State East Bay, and, specifically, four courses completed in the following areas:
- Oral Communication (usually 3 semester units): a public speaking course (A-1 at California community colleges)
- Written Communication (usually 3 semester units): a freshman English composition course (A-2 at California community colleges)
- Critical Thinking (usually 3 semester units): a logic or argumentation/debate course (A-3 at California community colleges)
- Math/Quantitative Reasoning (usually 3 semester units): a math course with intermediate algebra as a prerequisite (B-4 at California community colleges). The Intersegmental General Education Transfer Curriculum (IGETC) requirements in English communication and mathematical concepts and quantitative reasoning are also accepted.
To determine if your courses will transfer and/or satisfy the above requirements (A1, A2, A3, B4) you can use the following resources:
- California Community College Courses: Search for courses in ASSIST.
- Private or out-of-state colleges: CSUEB maintains the TES database of pre-approved transfer courses from private and out-of-state colleges. If you do not see your course listed, it does not necessarily mean it will not be transferable since it only contains courses already reviewed by our staff. You can Search for Courses in TES.
Cal State East Bay is accepting applications from lower-division transfer students to accommodate the rising need for students to transfer sooner to expedite degree completion.
Lower-division transfer students are required to:
- Have completed less than 60 transferable semester units at the point of transfer
- Have a cumulative GPA of 2.0 (C) or better in all transferable units attempted
- Have completed A2 (Written Communication) and B4 (Quantitative Reasoning/Math) with grade of C- of better
- Be in good standing at the last institution attended
- Meet all freshman admission requirements
- Have graduated from high school or taken and passed the GED
- Have completed the A-G college prep requirements
- Have a 2.50 or greater GPA as a California resident or California high school graduate
- Have a 3.00 or greater GPA as a non-resident or non-California high school graduate
* Lower-division applicants may not apply to Nursing or Pre-Nursing. Upper division applicants (students with more than 60 transferable units) may apply to the Nursing major.
For Upper-Division Transfer Students (Juniors and Seniors)
Cal State East Bay’s Local Admission Area includes the state of California, as CSUEB is deemed impacted for Upper Division Transfer students. All applicants, regardless of location, must fully meet the CSU transfer admission requirements and adhere to all posted admission deadlines. The minimum GPA to qualify for admission is a 2.0.
CSUEB only accepts applications from upper-division transfer students. Upper division transfer applicants must meet all of the admission requirements listed by the term indicated in the following table.

And even if you were in the minority, let me tell you: it’s not all bad. Sure, there are some obstacles to overcome—like the stereotype that nursing is a woman’s job—but we’ve got some great tips that can help you get through them:
1.) Don’t be afraid to speak up! We know you love being quiet, but when someone asks you why you’re applying to nursing school, take that opportunity to explain why you’re so passionate about it. You never know who might be listening or what they’ll do with that information.
2.) If someone tries to discourage you from pursuing nursing as a career because they think it’s not “feminine” enough for you (or because they think only women can do it), don’t listen! Remember: even though women dominate the field, there are plenty of male nurses out there who are just as passionate about helping people as anyone else could ever be—and we’d love for them to join us too!
