Minnesota is taking a big step forward in its effort to make higher education more affordable.
The University of Minnesota Board of Regents voted unanimously on Friday to create a tuition-free program for lower-income undergraduate students. The plan would be available to students who are Minnesota residents and come from families earning $50,000 per year or less.
The goal is to ensure that students who are eligible for the program can graduate with a bachelor’s degree debt-free.
The new program will be phased in over three years starting this fall and will cost $10 million per year—a relatively small price tag for an initiative that could have huge long-term benefits. The funds will come from private donations and federal dollars, according to The Minneapolis Star Tribune.

If you are a U.S. citizen living overseas, or with multiple nationalities (i.e. have dual citizenship) and plan on entering the U.S. on your U.S. passport, you are not considered an international applicant.
Am I a freshman?
You are considered a freshman if you are still a high school student or if you have not enrolled in any college or university courses after graduating from high school.
Am I a transfer student?
Students who have registered or enrolled in a postsecondary institution, such as college, university, vocational college or trade school, after completing secondary school are considered transfer applicants for admission purposes.
