All international students from non-EU/EFTA countries will need a study visa for Germany to be enrolled in Free University of Berlin. During the 90-day period during which this entry visa is valid, you will have to apply for a residence permit at the Foreigners’ Office in Berlin.[20] During the interview, they will have to submit their fingerprint, sign the authorization for collection, and pay the application fee of € 100. The processing time for this application is between 7 and 12 weeks.

If a visa is required before the admission to the university, maybe for the Studienkolleg entry test or the German language exam (DSH) in Berlin, then you would have to contact the German Diplomatic Mission in your country of residence to convert the visa for a language course into an entry visa for study purposes.
