Founded in 1981, the University of Macau (UM) was formerly a private institution known as the University of East Asia. It was acquired by the local government in 1988 and renamed University of Macau in 1991, becoming the only public university in Macao. It currently offers approximately 130 degree programmes, including bachelorโs programmes, masterโs programmes, PhD programmes, and other programmes, through our various faculties. English is the main medium of instruction. UM has an outstanding faculty team comprised of internationally recruited scholars with rich teaching experience and impressive academic backgrounds, many of whom graduated from well-known universities. UM’s new campus on Hengqin Island has a profound impact on the long-term development of higher education in Macao in that it brings new programmes, new facilities, a new campus culture, and a new mode of management for UM, the most representative higher education institution in Macao. Indeed, it brings an unprecedented opportunity for UM and is expected to help UM realise quality undergraduate education, outstanding faculty, research excellence, efficiency, and environmental friendliness, which will stand UM in good stead for achieving the goal of becoming a world-class university with regional characteristics.
A fifteen-year free education is currently being offered to residents, that includes a three-year kindergarten, followed by a six-year primary education and a six-year secondary education. The literacy rate of the territory is 93.5%. The illiterates are mainly among the senior residents aged 65 or above; the younger generation, for example the population aged 15โ29, has a literacy rate of above 99%. Currently, there is only one school in Macau where Portuguese is the medium of instruction.
Macau does not have its own universal education system; non-tertiary schools follow either the British, the Chinese, or the Portuguese education system. There are currently 10 tertiary educational institutions in the region, four of them being public. In 2006, the Programme for International Student Assessment, a worldwide test of 15-year-old school children’s scholastic performance coordinated by OECD, ranked Macau as the fifth and sixth in science and problem solving respectively. Nevertheless, education levels in Macau are low among high income regions. According to the 2006 by-census, among the resident population aged 14 and above, only 51.8% has a secondary education and 12.6% has a tertiary education.
As prescribed by the Basic Law of Macau Chapter VI Article 121, the Government of Macau shall, on its own, formulate policies on education, including policies regarding the educational system and its administration, thelanguage of instruction, the allocation of funds, the examination system, the recognition of educational qualifications and the system of academic awards so as to promote educational development. The government shall also in accordance with law, gradually institute a compulsory education system. Tuition fees for postgraduate international students at the University of Macau (UM) in the upcoming 2021/2022 academic year will be similar to what students from mainland China, Taiwan and Hong Kong will pay, according to a dispatch of the Official Gazette.
This means that students coming in from Greater China will have to pay higher tuition fees compared to the former fee amount.
Currently, academic fees at the university is divided into three: local students; students from mainland China, Taiwan and Hong Kong; and international students โ meaning those students from outside Greater China.
In the new academic year of 2021/2022, the fees will only be divided into two, a local BIR holder and a student visa holder.
The change means that tuition fees for master degree students will not be lower for international students, but students coming in from Greater China will have to pay a higher amount.
Fees for the Postgraduate Certificate in Education and for Macau Law will remain the same at MOP39,600 and MOP58,600 for foreign students, but higher for those coming in from Greater China.
International students applying for doctorate degrees at the UM will now benefit from the alteration as they will be required to pay MOP111,760 โ a similar fee amount for students from China, Hong Kong or Taiwan โ and a lot lower than the usual MOP141,520.
Speaking to TDM Radio, UMโs vice rector Rui Martins said that these were โbalanced and well-thought-out changes.โ
The master degreesโ fee update for international students takes into account โthe universityโs reputation and the costs of courses, as well as the equipment and facilities, which are of an international level and comparable to universities, namely in Hong Kong โ and in this case, the fees [in Macau] are even lower.โ
Commenting on the lowered fees for doctorate degrees, the vice-rector remarked, โThe value is significantly lower than Hong Kong because we are interested in increasing research and the number of quality PhD students.โ
