Fees – current academic year

The tuition fees for students enrolled in Bachelor’s, Master’s and single-cycle degree programmes are divided into two instalments with different calculation methods and payment schedules:

  • The amount of the first instalment is the same for all students
  • The amount of the second instalment varies according to the ISEE University value, the degree programme and the student status (on track / off track for one year or off track for more than a year)

As students are bound to pay the total tuition and fees, the payment of the first instalment entails the obligation to pay the second one as well, if any.

First instalment

The first instalment is € 156 – € 140 regional tax for the right to an education + € 16 stamp duty.

It is the same amount for all students enrolled in Bachelor’s, Master’s and single-cycle Master’s degree programmes, and is due upon matriculation or enrolment renewal that is due from 15 July 2021 and within 30 September 2020.

The first instalment is paid through the Payment services. New students access the service directly upon completing the matriculation procedure, while students who renew enrolment can also access the service from their Unimia page.

If you pay through online banking using an IUV payment slip, check your bank’s cut-off times for online transactions and the deadline indicated on the payment slip: in the event of payment after said deadline, a late payment fee will be due.

In the event of enrolment after the deadline, a late payment fee will be due:

Students on track with exams (“in corso”):

  • Fee of €30,00 for those who pay the first instalment after 30th of September 2021 and within 31st of December 2021
  • Fee of €105,00 for those who pay the first instalment after 31st of December 2021

For students not on track with exams (“fuori corso”):

  • Fee of €30,00 for those who pay the first insatalment after 30th of September 2021

The online degree programme in Computer Systems and Networks Security  requires an additional € 500 fee for students on track and € 200 for students off track.

Second instalment

The amount of the second instalment is calculated on the basis of the following variables:

  • The financial condition of the student’s household, as confirmed by the ISEE University certificate, to be requested from a CAF (tax assistance centre) or INPS (Italian social security) within 29 October 2021;
  • The fee area for the degree programme (A or B);
  • the student status (on track / off track for one year or off track for more than one year).

The second instalment must be paid by 31 January 2022.

For students who enrol after 31 December 2021, and no later than 15 April 2022, the second instalment will be payable as of April 2022, and by 31 May 2022.

The payment procedure is available online – usually in the second half of December – on Unimia, which provides direct access to payment via Pago PA using the Payment services. The payment must be made within the established deadline.

Failure to pay the second instalment by the deadline will result in late payment fees, as well as the student’s career being immediately halted. If the payment is not settled, the University will cancel any exams taken after the career halt, and will start debt collection procedures in accordance with the law.

The second instalment must also be paid by drop-out students who do not submit a formal application for withdrawal from studies.

Late payment fee:

Calculating the second instalment

The second instalment is determined by applying the following rules:

  • students on track or off track for one year with an ISEE value up to € 20,000 will pay the minimum fee (see table below);
  • for students with an ISEE value over € 20,000 and up to € 40,000, a 3% rate will be applied to the difference between the student’s ISEE value and € 20,000; 
  • for students with an ISEE value equal to or greater than € 40,000 and up to € 75,000, a 3% rate will be applied to the difference between € 40,000 and € 20,000 plus a 7% rate to the difference between the student’s ISEE value and € 40,000;
  • for students enrolled in a degree programme in the B area, a multiplication coefficient of 1.28 is applied;
  • for students off track for over one year, a multiplication coefficient of 1.50 is applied, subject to a minimum amount of € 200;
  • students with an ISEE value equal to or greater than € 75,000 will pay the maximum fee (see table below);
  • students on track will get a € 500 discount, with no income limits, if they earn 90% of academic credits required by their programme (see the paragraph on concessions for students meeting high merit requirements)

Concessions for students meeting high merit requirements

Students enrolled on track with a regular career who have earned 90% of academic credits (CFU) by 30 September 2020 are granted a € 500 discount on the second instalment which is automatically calculated, without the student having to submit a specific application.

The number of credits to be earned are those required by the Study Programme up to the previous Academic Year.

In the case of training activities spread over several years or more semesters with a single exam, all credits will refer to the year in which the student is required to take the exam, as set out in the Study Programme.

Students with a regular career are those who are enrolled on track, have not interrupted their studies or repeated any years, and those already holding a degree.

Part time enrolled students cannot receive this type of exemption.

Medicine and Health professions

For students enrolled in Bachelor’s and Master’s degree programmes for Health Professions and in single-cycle degree programmes in Medicine, the award of internship credits will be assessed as of 30 November 2020.Transfers

A waiver is granted to transfer students who have repeated a programme year.

In the case of enrolment following internal transfer from another study programme for academic year 2021/2022, the 90% merit requirement refers to the number of credits envisaged by the original programme, taking into account the student’s enrolment cohort.

In the case of enrolment following transfer from another university for academic year 2021/2022, or of enrolment following transfer from another university or from another study programme prior to academic year 2021/2022, the merit requirement refers to the number of credits envisaged by the study programme last enrolled, taking into account the student’s enrolment cohort.

In all cases of transfer, the waiver is granted only if the student has repeated just once the same programme year in their entire academic career.

If the second instalment is equal to or greater than € 700, it may be sub-divided in four instalments.

The instalment plan is only available to students enrolled in Bachelor’sMaster’s and single-cycle Master’s degree programmes. It is not available for:

  • those who matriculate or renew enrolment after 31 December 2021;
  • those who enrol in a post-graduate programme (masters, advanced courses, PhDs, post-graduate schools);
  • the additional fee due for the online degree programme in Computer Systems and Networks Security.

Instalment plan procedure

Eligible students may apply for the instalment plan online as soon as the payment procedure is available, and no later than 31 January 2022. Once the instalment plan has been confirmed, it is no longer possible to pay the second instalment as a lump sum. To apply for the instalment plan:

  • access, from your personal UNIMIA page, Sifa online services > Online payment service > Instalment plan

  • pay the first instalment

The second, third and fourth instalments will become available for payment only after receipt of the previous payment by the University.

You cannot apply for the instalment plan from your smartphone.

Cancellation of the instalment plan

Career termination (for withdrawal from studies, transfer, graduation) will result in the instalment plan being cancelled, and the student will be required to pay the full amount of the second instalment, subject to any late payment fees. 

The instalment plan will lapse and the student will be required to pay the outstanding fees as a lump sum if:

  • a single payment is not made as required by the University;
  • the ISEE value changes, and the second instalment amount is updated after 31 January 2021;
  • payments are not fulfilled within 29 April 2022.

Failure to pay every single instalment will immediately result in the student’s career being halted, until regularization of their administrative status.

Only the late payment of the fourth and last instalment involves a late payment fee equal to € 30 (up to 15 days) or € 60 (over 15 days).University fees for students having income and assets abroad

For students with foreign citizenship whose household produces income and assets abroad, the second instalment is not calculated on the ISEE University value, but consists of a fixed second instalment amount  based on the student’s citizenship, the fee area for the degree programme and the student status (on track / off track for one year or off track for more than one year).

Italian citizens residing abroad and having income / assets produced abroad will pay fees based on their country of residence.

Students with foreign citizenship whose household produces income and possesses assets in Italy must apply for the ISEE University certificate.

Tuition fees in Italy: How much does it cost to study at university?

Studying in Italy is considerably cheaper than in other countries. On average, tuition fees at public Italian universities range from €500 to €4,000 per year. They can vary depending on the course you enrol in and, most importantly, based on your family income. You will need to submit an application to have your household income assessed in order for the university to determine your fee level. This means your fees could end up being considerably cheaper.

Fees can be higher at private universities or at business schools. For example, at the Università Bocconi in Milan, fees are around €13,000; and at Università Cattolica Sacro Cuore (also Milan), prices run as high as €16,000 per year.

It is worth noting that some of the best universities in Italy, which are also highly ranked worldwide, have really cheap fees compared to universities in other countries.

For example, at the University of Bologna, one of Italy’s top-ranked universities, fees for most Bachelors and Masters top out at around €3,000 per year. Studying at Ca’ Foscari University of Venice will set you back only up to around €2,000 per year. And at Sapienza University of Rome – also a top 200 university worldwide -, fees are even lower: Courses usually cost less than €1,000 per year.

How does income-based tuition work in Italy?

Tuition fees at public universities in Italy are variable based on family income, meaning that students will pay according to their economic situation.

Each university can set their own tuition fees, and decide the level of fees at specific income levels. You will usually find a range of the minimum and maximum cost. The highest tuition fees at large public universities are often between €2,000 and €3,000 euros and therefore still lower than in most other countries.

Students paying according to their capabilities sounds like a good idea, doesn’t it? Remember that when you’ll have to deal with the inevitable world-famous Italian bureaucracy.

What determines how much you have to pay in tuition fees is the “Equivalent Economic Situation Indicator” – or ISEE, short for the Italian term, L’indicatore della Situazione Economica Equivalente.

For international students whose assets are outside of Italy, universities have a different ISEE, the ISEE parificato. This is an option always available for EU students. Some universities offer it also to non-EU students.

To assess your economic situation, you will have to submit a range of documents about yourself and your parents’/family assets (bank account balance, tax returns, and of course your passport) usually to tax support offices (CAF – centro di assistenza fiscale) affiliated with the university. The details of what documents need to be sent where can vary from institution to institution.

It can be a complicated process, but universities offer assistance through their website and their offices. Ask the admissions officers or look out for the segreteria studenti and ufficio tasse.

Ensure that you

  • …have a list of all the documents you need to submit;
  • …arrange for official translations of those documents to Italian where needed;
  • …are aware of the deadlines for the submission.

Note: Applying for the ISEE assessment is optional – you don’t have to do it. If you don’t apply, you will pay the maximum tuition fees that the university generally charges. If you already know that you would not qualify for a lower fee, this can save you the bureaucratic hassle.

Some universities don’t have the option for non-EU students to submit an ISEE and have a ‘flat tax’ instead. It is usually cheaper for students coming from developing or low-income countries.

Tuition Fee Amounts

Tuition fees are calculated based on the 2021 ISEE value with special subsidies in relation to the right to higher education.

With an ISEE value up to €23,000, first year students and students that meet merit requirements are totally exempted from paying tuition fees.

Above this limit, fees are calculated progressively, more favourably for students who have a low income and meet merit requirements.

How tuition fees are calculated

The tuition fee simulator is available. By entering your ISEE value and the Degree Programme in which you wish to enrol, you will be able to calculate the amount of your tuition fees.

If you are enrolling in years following the first, within the first year not aligned with the exam schedule, to obtain total exemption or to pay tuition fees proportioned to your ISEE, you must also meet the following merit requirements:

  • If enrolled in the second year: 10 CFUs acquired between 11 August 2020 and 10 August 2021;
  • If enrolled in years following the second, within the first year not aligned with the exam schedule: 25 CFUs acquired between 11 August 2020 and 10 August 2021.

If you do not meet the merit requirements, tuition fees increase proportionally based on your ISEE, but with an extra charge.

If enrolled in years following the first year not aligned with the exam schedule, you can pay tuition fees proportioned to your ISEE only if you meet the following requirements:

  • ISEE up to €30,000;
  • At least 25 CFUs acquired (or at least 2 exams passed, for previous degree programmes) between 11 August 2020 and 10 August 2021.

If you do not meet both requirements, you will have to pay the full amount.

ISEE submission

You need to have the 2021 ISEE certification for uses in relation to the right to higher education and submit your application by 2 November 2021 at 18:00 (or by 15 November 2021 at 18:00 and pay a late submission fee of €100).

You can submit your application for free independently from the enrolment in a Degree Programme of the University of Bologna. Late submissions will not be accepted, even if the enrolment deadline for the Degree Programme has not expired yet.

Request the ISEE calculation at INPS (Italian National Pension Institute), CAF, (Tax Assistance Centre) or the municipal offices. Obtaining your ISEE value takes several weeks, so you will need to apply for the certification well in advance. It is also possible to access the so-called pre-filled ISEE online as part of INPS’s services.

In case of significant economic changes following adverse events, you may request the current ISEE.

If you are an international student, with income and assets abroad, you cannot request an ISEE calculation. Instead, you must present the documentation confirming your economic situation and assets issued by the authority competent in the territory in which the income was earned and where the assets are held. This documentation must be translated into Italian and legalised by the Italian diplomatic authorities in the place of origin, or apostilled, if required. Remember that your application is not complete until you have completed the on-line section on personal and economic data, and submitted your foreign income/assets documentation before the deadline and as instructed on the webpage documentation confirming your economic situation and assets. However, if your family nucleus resides in Italy and receives income and/or owns assets in Italy, you must request the ISEE calculation.

To present the ISEE , log in using the SPID credentials. If you cannot apply for them, use your University credentials to access ER.GO Online Services and fill in the “Personal Data” and “Economic Data” sections by 2 November 2021 at 18:00.

After this date, you may apply until no later than 15 November 2021 at 18:00, by paying a late submission fee of €100, which will be debited at the time of the second instalment.

In the “Economic Data” section, you must enter the Self Certification (DSU) registration number from INPS, required to obtain the ISEE.

On 31 October and 1 November (and on 14 and 15 November), anyone who does not have the DSU registration number from INPS may enter the DSU Sender’s Registration Number, which can be found in the DSU submission receipt.

The data declared on the ISEE will be checked by ER.GO on behalf of the University, so take care with regard to:

  • if your ISEE is commented it means that the Revenue Agency has noticed some omissions (usually with reference to fixed assets), therefore we recommend redoing it and if the omissions persist, you will be asked to provide additional documents before the deadlines and following the methods set by ER.GO, the details of which will be sent to your University email address ([email protected]). The next steps are described in the ISEE guide (page 17);
  • the family nucleus: you can only present the ISEE without specifying a family nucleus if, for at least two years prior to submitting the application, you have lived independently (in accommodation not owned by a family member) and have earned income of not less than € 6,500 per annum for at least two years. 

If you do not submit your ISEE or if following the verification process your ISEE application is not successful you will have to pay the highest tuition fees a.y. 2021/22 [.pdf] applicable.

Deadlines for first year students

First Cycle or Single Cycle Degree Programme:

  • if there is a call for applications you will find the payment deadlines for the first instalment in the call for applications on the Degree Programme website.
  • if there is no call for applications:
    – first instalment or single instalment: 30 September 2021
    – second instalment: 17 December 2021
    – third instalment: 15 March 2022  

Second cycle degree programs:

  • first instalment or single instalment: 28 October 2021
  • second instalment: 17 December 2021
  • third instalment: 15 March 2022  

If not otherwise specified in the call for applications, the deadline to pay the first instalment of the tuition fees, with an additional late enrolment fee, is 25 November 2021.

Deadlines for students who enrol in years following the first

First Cycle, Single Cycle Degree and Second Cycle Degree:

  • first instalment or single instalment: 30 September 2021
  • second instalment: 17 December 2021
  • third instalment: 15 March 2022 

What happens if tuition fees are not paid

Failure to pay by the deadlines will result in the block of the career and therefore in the impossibility of carrying out any act (exams, changing degree programme or university, presenting a study plan, final examination etc.). If tuition fees are not paid, the University is obliged to proceed for the recovery of unpaid amounts.

Paying tuition fees in instalments

The first instalment, due upon enrolment, is €157.04 (which includes a regional tax of €140, €16 for stamp duty and €1.04 for insurance).

The additional amount due for the 2021/22 a.y. will be calculated in November 2021, after the ISEE has been received and any merit requirements have been verified. You must pay amounts up to €500 in a single instalment, but larger amounts can be paid in two instalments.

NB: the amounts might change during the year, following verification of the ISEE and any merit requirements.

If you do not submit the ISEE certification, you can pay the highest tuition fees [.pdf], in one single instalment when you enrol. 

Late Payment Fees

A late payment fee of €30 will automatically apply when payments are made within 30 days after the deadline. A late payment fee of €150 will apply when payments are made more than 30 days after the deadline.

Payment Methods

You can pay tuition fees through the PagoPA system, set up by the Digital Italy Agency (AgID), which offers a range of online payment methods.

From 1 July 2020, in accordance with art. 65, paragraph 2, of Legislative Decree no. 217 of 13/12/2017, as amended by art. 1, paragraph 8, of Decree Law 162/2019, all payments to the Public Administration must be made exclusively through the PagoPA system.

With PagoPA there are no fixed transaction limits. Maximum limits depend on the Payment Service Provider and the method chosen to carry out the transaction.

No other payment method is accepted.

Payments are not valid (in relation to enrolment in degree programmes or exams) until they are visible on Studenti Online. In urgent situations, you can present the receipt of your payment to the relevant Student Administration Office.

The University of Bologna does not send communications regarding tuition fee amounts and deadlines, it is your responsibility to find out this information.

To print the documents that prove your tuition fee payments for tax purposes, access Studenti Online and go to the Certificates and Self-Certifications section.

Scholarships and Subsidies

The University of Bologna and the Regional Authority for the Right to Higher Education (ER.GO) offer a range of special subsidies with regard to the right to higher education, including scholarships, accommodation, luncheon vouchers and tuition fee exemptions, and intervene with special calls for applications in favour of students in economic difficulty.
